I'm pretty sure that he means that it wasn't fair for the PvE part of the game and after the split between PvE and PvP skills was introduced there's really no reason why not to remove the restriction from OoV.

I actually meant that the way the nerf was designed was unfair and clumsy both for PvE and for PvP by removing the possibility for Order of the Vampire, an Elite spell, to work with any other Necromancer enchantment, while leaving this possibility for the non-Elite version.

The obvious solution to the problem for which the nerf was designed would have been just not to let OoP and OoV stack.

The problem wasn't with stacking both Orders, it was with Tainted + OoV

@ Moloch's first post in this page - I'm afraid that's not an option for Anet. It's the same thing with Soul Bind and Scourge Healing, it's obvious that Anet added the "This hex ends if target is suffering from a Smiting Prayers hex" Line to SB because of SH.

In my mind, the best option would be to create a PvE and PvP versions. Buffing OoV for PvE might make the order necro hero a viable option over the order dervish. Not that necros need to be any more popular in PvE...
